Rogue backstab skill at lvl 59 not getting skill ups

at lvl 58 max skill should be 224.
at lvl 59 max skill should be 227.
at lvl 60 max skill should be 230.

Currently im over 60% into 59 and i have only got 1 skill up. current skill is 225.
I dont know any other 59 rogue currently so not sure it they had this problem or if it fixes it self at 60. but would be nice to know if i'm just the most unlucky skill up person. or if its just stuck. I have skilled up fine every lvl till now.

well i found this which one would think is correct, which puts max back stab still at 225. but then it says other others have different max's then what we currently have on p99.
