So when I inspect other people and hover my mouse over their stuff no names pop up, this happened to me on my old computer but what's odd is I did a full install on my new computer and it's still a problem. I don't have any custom ui's it's basic eq.

There was a post yesterday about a bug in the game that disabled hovertext. The solution was reboot the PC (NOT sleep/wake but actually restarting).
Sounds like a similar issue although I've not seen it. Same solution may work for you.

I saw where it’s like every 32.9 days or some obscure number of hours you need to restart your computer for it to start working again. Someone much nerdier than me figured it out and I’m too lazy to search old posts. If it doesn’t work do as above said restart your comp.

huh so restarting option worked instantly for me. So whats the difference on restart option rather than the fact I actually turn my computer off when I go to bed every night?

It's some counter that gets reset on reboot. I'm not a math nerd, but they store it in some 32 bit data structure. When that number gets to big and wraps around it breaks that particular functionality.
When you reboot your computer, that counter gets reset to 0 so it takes X long to happen again. When you put it to sleep and wake it up it doesn't get reset to 0 so it takes X-AmountOfTimeSinceLastREBOOT long until it happens.
If you have fast startup enabled (it is enabled by default in Win10) then it's not a true shutdown as it dumps some memory to disk and reloads it on startup to make loading faster. It's easy enough to turn off - from Power Options click on "choose what the power buttons do" and you'll see the option to uncheck (screenshot).
