I havent been able to kill it yet, the little ones to the left and right are single pulls and it doesnt' seem to agro if I sit on the little ramp, it does appear to be generally safe.

I believe some ranger quest or something?

There are other nameds, one that is Broxx, for the staff of the observer, I am going to do that quest for sure on this wizard )

Though I am not sure if Broxx will spawn at a static point, or Broxx would be one of the wandering ones. They spawn in place of an "Evil Eye Prisoner" as PH in RE... for sure.
