I believe this quest is bugged. I was indifferent sneaking and in wolf form. I handed Treskar the Huge Mushroom Head and he didn't give me the mask. Instead he said "Me change mind! Me want total of THREE ogre black shadow tunics. Ha Ha! And you also pay two gold for Nightkeep tax! Ha! Ha!" Giving him 2 gold afterwards didn't do anything except have him repeat what he said.
