I gave the BS only at first, which isn't enough to complete the quest.
I went through allakhazam to read if it was possible to give the ruby after and found this:

Recently found out on a raid, Rubies are NOT needed to finish this. We gave him a black sapphire, and recieved the medallion piece, later giving him a ruby didnt even get a thanks but wheres the rest

I would make sure to have the ruby with me anyway - you might have just hit the "multi-part" quest feature :) You know, where one person gives in one item, then the next gives the other half, and gets the reward. Until he despawns, if someone was down there a week ago, and had a ruby on him, and said, "what the heck, lets see what happens", and gave him a ruby, you could then give him a black sapphire, and he would be content that he had gotten both pieces.
Now, if I just knew where the slave area was - the maps are great, but it isnt labeled on there!
So I came back with a ruby, gave it, and still no medaillon. My guess is that it's not MQ flagged.
