Mez level caps in pvp?

Is it possible to remove all level caps for Bard mez spells in pvp? I find it annoying that my mez is useless against people level 56+, and in classic it was possible to mez people at these levels. If the cap can't be removed for pvp without screwing it up for pve then I understand, but if it's possible to remove one and not the other I think it only makes sense to do so.

(I'm not proposing this just for red99, but mostly for when I duel people on the current 'blue' server)
