Spell casting bar

I Haven't had to look for this in sooo long and I feel very stupid. I can't seem to find out how to get my spells that get casted on me to be seen. Im not sure if its something new or if its supposed to be there or not lol. No matter what buttons I try I can't get them to show. Please help :)
