Died today on my Iksar Necro and looted my corpse by I was unable to reequip my GEBs. Gives message saying that class/race/deity cannot equip it even though item still shows all/all.

That's because Iksars can't wear them because the boots are plate. At least the Iksar Shm, Nec and SKs have their quest boots.

From 2002:

I bought some of these this week. They used to not be usable by Iksar, but they are all/all now. WOOT!

2 people saying they got GEBs to find out that iksars can't wear them with a 3rd stating that his GEBs say all/all.

The 2nd link basically says that some items (like GEBs) say all/all even if Iksar can't wear them because of the plate graphics (which didn't exist for Iksars during kunark) and would be prevented from wearing them even if the description said they could.

So its clear that until after sometime in 2001 (well after Velious release) GEBs couldn't be worn by iksars. The graphical glitch of them saying all/all could be classic though.

Iksars definitely could not use GEBs, I had an Iksar Necro alt in Velious and GEBs weren't an option.
