Mage Pet focus issue

Playing on the Red Server. Is any of the other servers having the same issue?

Level 32 MAG with Stein of Ulissa. The Focus Effect is: Minion of Water

The issue: When I cast the level 29 water pet without the stein I get a random level pet that has a max hit of 28 and cons dark blue to me.

WITH the stein I get the lowest level pet everytime (no randoms) that hits for a max of 20 and is slightly larger than the normal pet. I know the stein is activating because the item speech comes up in the text.

Does this sound like it's working correctly?

What level pet you get is completely random. Keep casting and you will eventually get a higher level pet. I once had to summon 21 pets to get a max level, it's all RNG.

I get the random pet when I don't have the pet focus item equipped. When I equip it, I get the same level of pet, every time, with no variance.

For example:

Not equipped = lvl 22, lvl 25, lvl 23, lvl 24, lvl 26 bam max level pet

Equipped = lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22, lvl 22 (This is where I stopped waisting Malachite.

So, it's not that I'm getting a random draw, I'm getting NO random draw at all.

Made it to level 34 and purchased the lvl 34 Water pet. Equipped the Stein and started getting the random pet. After 15 attempts, I never got the max pet but I did get randoms. Loaded up the level 29 water pet spell and all I got was the lvl 22 pet. Whatever the issue is, it is with the level 29 pet spell.

Submit a bug report. That is highly unusual and as you can see not how it is supposed to work!
