A Rock Dervish is not flagged as Summoned on P99 (summoned per Alla's) and there is no indication that this was a change at any point. They currently do not behave as if summoned.

You will always find lots of mages and druids in this zone because of their ward/expulse summoned line of spells. Everything here is summoned, so these two classes really shine here.
