Please help. Tried downloading patch error still stays. Removed shortcut to game redownload again made new shortcut still nothing changes

If I were to hazard a guess you have some form of AV running that's deleting or quarantining that file as you attempt to extract the zip. Exclude your P99 install directory from scans, and temporarily disable the AV while attempting to apply the patch.

McCoy is probably right. I know for a fact that McAfee works it's hardest to wreck that dsetup.dll file. Search your SONY folder for dsetup.dll and see if it's missing. If so, start playing with your Anti-Virus software...
