Raster of Guk and Targin the Rock shouldn't spawn until RotLC quest is in

I heard people have been killing Raster of Guk. Not sure about Targin, I'm not high enough for Sol B yet, but these two should be disabled if Qwinn is disabled I'd imagine.

I've seen many people farming idols from raster before the quest even exists, shouldn't be possible yet.

Hmm, must be. I've seen 3 new ( at least to me ) mobs:

1) Brother Qwinn, a monk in South Karana. He was walking at normal speed.
2) Some weak, and smallish named Aviak in South Karana, also walking at
normal speed.
3) Brother Zephyl, a monk in Rathe Mtns., this guy was on crack....his
animation was showing that he was walking, but damn, he was moving faster
than someone with SOW.

Has anyone actually managed to complete this quest? I shelled out over 100
plat today to have 6 mid 20's rangers running around south karanas for over
6 hours today tracking the alleged brother qwinn, and not once did he show
up. I did something similiar the other day in rathe, not once did Zephyl
show up.

I'm all for a good tough quest, but this is f'ing ridiculous.

parts of epics were just quests in the game before the entire epic was released

Paladin's Fiery Avenger was an example of existing quests that got combined into the larger Epic quest. Not all epics were fully released when they released epics even...a few had to still be discovered/finished.
