Meditate Trainable Early

You can put points into Meditate earlier than you should be able.

As a level 1, I was able to train 5 points as an Ogre Shaman, Troll Shaman, and Halfling Cleric.

These points are visible in the skills window and persist after logging and/or zoning.

Confirmed, meditate is trainable at level 1. See screenshot.

I also tested to see if the skill works, and I am able to regen about 1.5 blue bubbles per tick of mana sitting down, which is obviously broken.

It is trainable this early on for hybrids as well.

This is still a thing for all classes by the way. Can train meditate at lvl 1.
