Error message / won't start

I installed EQ from the 5 disks, swapped out the patch files from this forum, removed the other files noted in the guide.

When I ran Launch titanium, I got the following error messages.

How do I go about fixing this?

This happens with a firewall blocking the application, you need to add the exe as an exception or it can happen if you have Avast filewatch (and probably any other filewatch software) enabled.
To fix this I added my project99 to the folder scan exclusions.
As both these actions reduce your security its up to you to decide if its okay to do.
