Yeah there are only a few on the server as far as I know. Horn would be the best you can trade.. Way more expensive than the 12/20 spear but it does have some nice defensive stats I guess

The best non high end is exquisite spear you mentioned. Honorable mention goes to the Sebilite Croaking Dirk. It's solid and works good while raiding.

I bought a Horn of Hsagra to pair with my Rogue's epic awhile back and was pretty disappointed when the numbers were pretty much the same as using a Sebilite Croaking Dirk in offhand.

What about Scimitar of the Emerald Dawn? Good ratio... Anyone looked at the numbers?

You can crunch it yourself. The ratio is alright, but poop compared to the exquisite spear / HoH / others

Its not bad, Scimitar is about 2% less offhand damage than exquisite velium spear. Given that the offhand is something like 20%-30% of total rogue damage, you would need to parse for an extended period of time to even be able to detect the difference. For any fight where the resists are relevant (which, to be fair, is not very many) its probably a better choice than any of the other weapons mentioned here.
