I am a 46 Rogue who has finally pickpocketed the parchments, if Stanos is spawned can I turn them in now or have to wait for 50?

Yes, you can turn in pre-50, but can't summon him until 50. So if a higher level rogue is nearby or willing to assist with it, you can do the turn ins.
