The spawn a goblin headmaster (drops pieces for 3 sol ro quests) in oot spawns every 18-20 minutes approx on p1999.

Several posts reference it as spawning in a much shorter amount of time:

He also respawned alway in the same place. The spawn rate was around 5 mintues.

Spawn time is very short, 5-7 minutes at most. I camped him for less then an hour, had a headmaster spawn every 3rd pop or so.
