You need Othmir faction (non KoS). I don’t believe there is a level requirement.

DE cleric did not start out KoS to Othmir, if that helps. I think I'm indifferent or higher now after having done a few. They're some of the cutest lil mobs in the game, so I'm glad to be their buddy.

I’ve never heard of anyone starting off KoS to Othmir. Only the degenerate scoundrels that kill adorable otter men chilling on a beach with fun music are KoS.
