Scale of wolf not druid useable?

is Scale of wolf working as intended with druids not being able to use it? since i see i'd have to be the unattainable lvl of 255 to do so

edit: i see this has been posted before sorry for forgetting to check first =\ ; at least you know its still broken for druids
