Backstab cooldown not faster since getting haste?

Is there a minimum level for it to work? When I turned 13 I equipped a Velium Swiftblade (https://wiki.project1999.com/Velium_Swiftblade) in OH but the cooldown still seems about 10 seconds.

Is it about 10 seconds or 10 seconds? 100% haste would halve it to 5 seconds. 36% would take 1.8 seconds off, about 10 seconds.

Log it and see for sure. Should be a 1-2 seconds faster with that equipped.

I thought it would be 10 / 1.36 = 7.35 seconds?

Used my phone stopwatch multiple times and it always comes out to 9.5ish seconds. If I take the haste off it comes out to 10.5ish every time. I'm guessing the 0.5 is just human delay and latency before the game confirms Backstab was pressed.

I did find a post on the EQ live forums saying worn haste is capped to 10% until level 25, so even though this is P99 I'm guessing that would be what's happening?

The base cooldown of backstab is 10 seconds though so wouldn't it be based off that?
