Archery Skillup with no agro

I attempted to pull Gornit in OOT with an arrow (from land). Since he's half in/out of the water I "missed" but still gained a skillup in archery and didn't agro him. Not sure if #classic.

I'm not familiar with the appropriate in era behavior. What do behavior do you expect and what do you witness that differs?
