Pet's (eg enchanter pets, mage pets, shammy pets) are currently taking up a target for rains with 100% resists.
Eg. on a single mob Tears of Solusek should hit 3 waves, but if a pet is engaged on the mob, only 2 waves will fall, with the pet 100% resisting and counting as a target for the purpose of the rain.
Thanks!

Aside from this, the rains do not work like they did in Classic altogether: a rain spell used to apply its damage 4 times maximum. So if you had 2 or more targets, only 2 targets would be hit on the first and second waves (all the other would resist) and all would resist the third one. I never understood why that was (or maybe I've been unlucky on the 100's of rains I've cast). This got fixed later on (much much later on).

Was just about to post on this, but did a search and found this thread... Pets are eating waves of shaman rain spells as well.

This pet issue aside, the rain line always sucked in classic. The way it worked back then, The 3rd wave of ALL rain spells would be 100% resisted if the mob was over lvl 20, and under 10% hp. Making rain spells a limited use spell at best, as in most groups, mobs will be around 10% hp when that last wave is about it land.
The spell was changed in this patch in 2003:
------------------------------
August 26, 2003
------------------------------
- AE Rain Spells were resisted 100% of the time when an NPC was above
level 20 and had less than 10% of its hit points left. This will no
longer happen.
If this restriction is not in, please add it to all ae rain spells =) Lets be Classic!!
Oh and also, I beleive this particular spell has a -10 resist adjust on p99. It should be zero.
Per lucy " 2002-09-04 11:33 Changed Resistadj from 0 to -10 " It was always zero in classic, was changed in 2002 to -10.
