Trooper Vaurk

I have spent the good portion of a 2 hours looking/tracking for Trooper Vaurk in LOIO

He is supposedly at loc 4567, -3086

He is needed for a quest turn-in. The mobs exist. The items are dropping. Trooper Vaurk doesn't appear to exist.

Pretty sure the survival knife quest wasn't put in until post velious, in which case the explorers shouldn't be dropping them.
