Unholy Coldstone Not Itemized?

Failing to complete the bronze shackle quest because despite long efforts the "a goblin priest" in Permafrost Keep does not seem to be dropping the Unholy Coldstone. Killed 50+ of these creatures today w/o them yielding their quest drop.

On live it was not this rare, all of the foraged drops and other drops are IG, is there a reason this item is missing. Literally 3+ hours smashing most of the goblin spawns in zone w/o this quest item turning up, is it possible it's set to be too rare?

I've also killed a bunch of priests and could not get the Unholy Coldstone to drop....got the other 9/10 items for the quest though.

Can the playerbase comment if not a dev? Has anyone seen this item drop?

Mylec dont bother trying to talk to Rinmark about his pebble collection. He's broken ATM. I gave him the box and he said blah blah blah [will you assist old rinmark with his rock collection] or whatever and nothing you say to him has him release the next piece.

any syntax including "rinmark" seems to trigger his normal response where he winks at you to let on that he is indeed the missing rinmark. so i think that the previous clue overrides the quest line in this case.

In addition to this as far as the shackle quests go...

for shackle of bronze: still haven't been able to get unholy coldstone to drop in permafrost. Have not tried handing "a tin box" into rinmark yet to get the "empty tin box" yet which is the container for the 10 items to be combined in.

Just handed in the tin box and tried about 20 different phrases and could not get any response out of him to fork over the empty tin box. Just the same old "an iksar master squints one eye open, then returns to his meditation" like you said.

For shackle of steel:
I haven't been able to get "a goblin interrogator" or "an iksar slave" to spawn in the jail in droga, it looks like spawns are missing and also all of the doors are unlocked when most if not all of them should be locked. The jail area is their original spawn point but most of the information I can find regarding these 2 NPC's says they spawn in a cave in frontier mountains...but this was only true after the revamp of droga.

I'm also not seeing the Unholy Coldstone drop.. or very many goblin priests for that matter. Maybe it is broken? :(

Crap. Wish i had read this before wasting 5 hours and a CR here. That's not to take away from the Dev's awesome response time. I just need to learn to read stuff before investing too much time in something.

April 17th Patch Notes:

"Kanras: Unholy Coldstone added to goblin priest in Permafrost."

Verified this is dropping now.

However, Master Rinmark is not responding to the "Where is your student?" to begin the shackle of steel quest.
