buff duration/item name on mouseover

My buff duration and item names wont show on mouseover. This happened once before and I fixed it but can not for the life of me remember how. Can anyone help?

Mine started doing that a few days ago also. The times show up when I press ALT, but they used to mouse-over.

Weirdness - no idea why.

Its cause by an old 32 bit windows time bug in the system. Its down to a binary number in seconds that when reached will stop the mouse over system from working. It's something like 2.7 days.
