It's an unachieved instrument, you can't train wind instrument whit this one, it is NOT usefull to play wind songs and if you do it, singing skill will improve and not wind skill
They were gonna give bards the ability to make instraments, but never implemented.
This instrument will not allow you to increase
wind skill.

Once I bought a regular flute at my guild, I was
able to improve wind.

And an out-of-era quote to confirm these two have this:

I found two merchants selling Raw bamboo in Erudin, while looking for it in order to craft my newbie armor quest;

These merchants are :

- Teria Finleather
- Borge Finleather

They are both in Erudin Surplus.
