When you open the loom in Rivervale the container that opens has a title of "Sewing Kit". I believe it should instead be "Loom", but I don't have any classic evidence.

Probably a leftover artifact of ropethunder fixing them up when they broke awhile back.

See my reply in this thread. I recall reading that this was classic but never crawled back through since to find post. I could be wrong

Move this to resolved, working as intended:

Um, your post says to look around my loal town for looms.

No one seems to be able to find any in any of the old world cities...

Does this mean that high end tailoring is not open to non-Kurnak / Velious subscribers?

The Looms are there. For example, in RiverVale the loom is right next to the vendor that specializes in tailoring supplies. You have to click near the top of the loom to open it, perhaps that's what was causing your confusion. And the silly thing says 'sewing kit' in the pop-up window. But that's the loom.

Although it is interesting that you need to click on the frame to open it, not sure if possible with titanium client.

Also, this and another part seems to imply looms were first introduced in June 2001ish. Did P99 always have looms in since launch?

The old Steve Prutz maps often indicate various tradeskilling stations (kiln, forge, oven, brew barrel), but so far none have indicated that there were looms on release. The Rivervale maps highlight all other stations except for the loom. Firiona Vie maps do not include a loom for the map key, only Sewing Kits.

Kaesora is the only one so far that seems to have one, shown as #4 "Loom Room".
