Deepwater Helmet

So I've got this Deepwater Helmet with a 10.0 Second casting time Daring effect, which is the current Live (nerfed) version. From what i understand this used to be a 3.0 second casting time item?

So far i just have some thread with clerics laughing about this but surely someone around here has some first hand info.

Pre-nerf cast time was 6 seconds, as per the other threads on this.
