Old Sebilis Faction

I recall the frogloks in Sebilis being opposed to Frogloks of Guk faction. I never recall the Legion of Cab faction, if that was in place, then it was placed in much later. To start I remember it being Frogloks of Guk raised and Trakanon lowered and I specifically remember Sebilis being the choice to raise froglok faction, for the reet crown that gave wood elf illusion.

That would certainly explain the frogloks in the jail cells in seb.

I do think this needs to be looked at, way too easy to get non kos to Troopers in cab. I remember killing gobbos and sarnaks for weeks on live, I didn't gain faction as fast there as I did here in 2 days. Mobs in Seb should not raise Legion of Cab faction. At least not yet, or ever perhaps before Luclin.
