From Allakhazam, these are Velious items (used for the Coldain Prayer Shawl #3 among other things) and should be in Abysmal Sea, Crescent Reach, PoK, Erudin, Paineel, West Cabilis. Added to The Overthere in RoS.

Yes, the Erudite Tailoring Kit, the 3 metallic threads (silver, gold, and platinum), and the book On Terrorantula Silk are all sold by Pardas Nalue in Sinfully Handsome in Paineel.
