Can anyone suggest a good Rogue twink set for a Wood Elf? Just made a lvl 1 Rogue and would like to spend 3-4Kpp on gear/weapons. Any suggestions appreciated. Thanks!

Frozen Shard (750pp)
Jade Mace (600pp)
Crystalline Short Sword (400pp)
SCHW (900pp)
5 AC / 55 HP rings (450-500pp for a pair)
Orc Fang Earrings (150-200pp ea.)
Which is around 3300-3500pp if you wanted weapons that'll be good to dual wield until epic. You can fill the other slots with banded tbh and have some left over, or skip one of the non-piercer weapons and buy a ravenscale set.

Using magelo blue, you manually enter item names and such, as shown here: https://i.imgur.com/ROUHBay.png

You can get ry`gorr chain armor also if you prefer the velious chain look to the ravenscale look. Comparable price (maybe a little more) and better stats imo.

Ry`Gorr is solid for sure too, although people like the fashion and most people who actually farm the armor know this. Legs / Arms are often expensive, but maybe you can luck out and find em cheap.

Are there any good daggers out there with a lower delay than CSS? Thoughts? Other suggestions?
My rogue is still Level 1 and not going to play him till I get him fully geared :)

There's Trakasaur's Tooth (10/20) which'd be a good low dly MH or Crystal Spider Fang (10/22 / stats / proc) which is common and cheap af.
Range, any old bow or throwing daggers

Some thoughts,
Imo, stat priorities for your gear should be STR, +HP, STA...followed by a big yawn of don't care.
You may have a hard time finding a complete set of ravenscale anyways and certainly several of the pieces have much better alternatives that aren't expensive. The shoulders are definately nice if you can find them cheap.
I'd suggest looking at the Pre-Planar (https://wiki.project1999.com/Rogue#Pre-Planar) suggestions in the rogue page on the wiki. It has some better choices although doesn't include kunark/velious gear. You can scroll down on the rogue page to check those out also, but prices are probably out of your budget.
For your offhand, CSS is a good pick for the price. To get the most DPS, be more concerned with getting an offhand weapon with a higher ratio than a faster weapon.
The items you already have purchased were good picks.
Not sure about Trak Tooth vs Crystalline Spider Fang at level 1, but the Trak Tooth would scale better as you level. The proc on the fang is pretty tiny and the delay is +2.

Runed Bone Fork (https://wiki.project1999.com/Runed_Bone_Fork) is a cheap (200p) range that you can hang onto into the upper levels for raiding resist gear if you get to that point. Idol of the Thorned or something like that is better of course, but this a solid budget option that can give some stats compared to just sticking throwing daggers in the slot.

You could get Totem of the Warrior Spirit (https://wiki.project1999.com/Totem_of_the_Warrior_Spirit) for 100-200p until you can afford Idol of Thorned. Runed bone fork is good to have for resist set, but some hp and some str is always a good thing.

As a plus, crystalline spider fang can be put into your ranged slot after you've outgrown it for a few extra STR
