As a 52 lvl warrior who solos a lot what items should I stock to get out of sticky situations. Lizard blood potions seem hard to buy, can they been mined from cazic thyle easily at my level?

A WC cap! Jboots, and an invis clicky! I was sad the day I upgraded from my incarnadine BP! That BP had a clicky invis that got him outta a few situations!

It absolutely is (it's a proc), but it comes down to training/reflexes. If you can get in the habit of busting it out as soon as you know you're in trouble (ie. not when you're at 1% HP) it absolutely can save your life in all sorts of sticky situations.
But if you have insta-click (eg. WC cap) obviously that's going to work better. OT hammer is more of the cheap/method-of-last-resort option.

Clicky port to WC. They are about 400pp. 1 charge. Can be recharged.

Leatherfoot Raider Skullcap.
Also look into Vial of Velium Vapors, which can be relatively easily crafted with a 120 pottery skill. If you don't have enough inventory space to hold all that unstackable clay, kill yourself and fill that fresh and empty inventory with 8 vendor bought backpacks, then fill those with all the clay, flasks of water, and patterns you can carry. Thurgadin is the best place to level pottery since everything is situated around the bank, except the water flasks which are a 30 second run around the corner to the butcher shop.

It is also worth considering http://wiki.project1999.com/Wooly_Spider_Silk_Net if you don't have any yet. Great for breaking camps, parking adds, "insta-agro" in groups via closest radius, stopping runners... many uses. I would suggest farming a backpack full.

I picked myself up a cap today. Since Ive never played a caster I am not sure on the rules for casting. When triggering the cap do I have to make sure I don't get hit?

You could always quest a soulfire too, like everyone and their alts do on this server.

No, it's an instant cast.

No, it's an instant cast.
This, but because of lag between the server and the client, if you click it at 1% hp you might wind up dying instead of gating, because while your client thought you were alive when you clicked it, the server knew you were already dead by the time you did.
Also, if you don't already know how to recharge the cap (which will require you to own a second cap on a second character) ....
http://wiki.project1999.com/Recharge_guide
(Key point: every time you recharge you lose the difference between the merchant's buy and sell cost for the cap, times two, because you have to sell two caps and then buy them back. This is why, if you're cheap, you may want to try to hammer first and only use the cap at the last second ... just not at the very last second)
