This item was introduced around the time beastlords were. It shouldn't be in. See:

Deadbone Barley was in from launch and you will find it on archived forage lists from that time. Just because things are used in quests that were implemented later does not mean that was when they were added.

It's also used in making Legion Lager (http://everquest.allakhazam.com/db/item.html?item=2972)
