For the casual player of a lvl 60 Ogre Shaman what would be a better BP option... The SS shaman bp or Fungi Tunic? Please State your reasoning for whichever you choose. I currently use Fungi but considering switching once my CoV is ally..

Personally since I raid more these days I just gave my Fungi to an alt and started wearing the SS BP full time. While the Fungi regen is nice, once you have Torpor it's barely noticeable. The right-click on the SS BP, on the other hand, is absolutely essential when you're the only Shaman buffing a whole raid.
But in a world where all my alts already had Fungis I'd wear the SS BP when raiding and the Fungi any other time ... although I'd probably still swap the SS BP in to buff people, since that's faster and mana-free :)

I have Vindi bp. It has 2 tick regen with sick stats and resists. Love that thing.

Do you have torpor? If not, definitely fungi. If you do have torpor, fungi is still better but the loss of the passive regen isn’t as significant.
I’d sell the BP MQ if I were you.

I’m a huge fan of the mana free stam buff. It’s a great BP that you’ll never replace unless you want Vindi BP. I hardly notice the regen loss on my ikky shaman with torpor.
