Recently, there has been a bug where various mobs within unrest will teleport to either the floor above or floor directly below when casted upon. I've seen it with slows, nukes, etc... It is making it extremely difficult to exp well in the zone atm.
Also, I apologize if this has already been addressed. After a quick search I did not see that it was brought up.

The dusty werebat is an easy test case for this. If you bard mez the dusty werebat at his spawn point, he ends up above ground inside the hedge maze. It happens were the ceiling in Unrest is very low.
This also happens in City of Mist on the second floor. If you attack a mob in one of the side corridors with a spell that has a knockback effect (e.g. bard mez), then they will hop up to the top of the corridor where they cannot be attacked (but they will continue to pound on you relentlessly). You can also bump them up to the second floor from the ramp leading to the top of the gazebo, which starts a train that goes all the way along the second floor to the back of the zone, through the locked door at the moat, and then back to the gazebo via the first floor. Don't ask me how I know this.
Not sure if this is a classic behavior.

Happens in KC if you land a knock back on mobs stood within a doorway.

I think this isn't unique to Unrest
This can (rarely) happen almost anywhere where there is a floor above where you are fighting, anytime you use a spell, including weapon procs. Nukes with a knockback or stun component are particularly egregious
