Is Troll cultural smithing already in?

The blacksmithing guide says that troll cultural smithing is not yet in, does anyone know when it is comming?

I believe Troll Cultural wasn't added until Luclin, which means that it will never get added to P99. Someday (several years from now, after Green is released) Blue might get custom content, and maybe then the devs will add their own take on Troll cultural ... but it's a very long way off (if ever).
