I think there's been some confusion here, as I'm pretty sure the totem does still drop. For one thing, the wiki doesn't say anything about it not dropping: http://wiki.project1999.com/Spiroc_Thunder_Totem.

I'm guessing that the confusion stemmed from this:

Note: A large number (though not all) of PoS quest items underwent a post-Kunark upgrade on live. This upgrade was implemented on the 7/24/11 p1999 patch. If you have the old version, you will need to talk to the same NPC you obtained it from to get the new item. When available the quest rewards are listed as Reward: Original Item (Upgraded Item).

In other words, there used to be different versions of Plane of Sky quests, and those versions aren't doable anymore. However there are newer equivalents of those quests which are still doable. Whoever told you it was rare must have misunderstood all that.

It's rare but it's not impossible to find. Still drops, just uncommonly because guilds don't farm the Guardian.
