I just finished doing a quad kite of spectres in OoT.
Before they are damaged they weren't tapping, but after I hit them with Circle of force whenever they got within casting range they would sometimes lifetap for 38dmg.
There was no casting message, it seemed to be treated as a proc, or a insta click.
Haven't tried any other spectres.
*edit* they don't seem to be tapping before being damaged.

Their lifetap range should be longer than melee range but much shorter than max casting range. I am almsot certain you could quad kite them without them getting close enough to lifetap you on live (as a druid with a ~6 sec cast spell and a second or so of lag.)
I'd set it to 50 where max casting range is 200 and a snared mob normally takes 10 seconds to reach the caster.

Is this an intended feature? The spectres in Oasis of Marr are doing the same thing; I thought the spectre life tap only applied when getting hit by melee damage.

Something to know before starting:
One common misconception of hunting specters in Oasis is that they will life tap you. I can verify that they will not. The specters in the Feerott will life tap you though, so they aren�t as highly recommended.
Also:

This is definitely not true; see the quoted part above. The reason quadding lifetapping specs isn't recommended is because, well, they can lifetap you. If it were just a proc or something that applied to people meleeing them, then that advice would make no sense.

It was either a special ability or an instant cast spell they would always cast. It also had about a 12 second refresh and they would very briefly stop attacking/moving to cast it.
