i been playing on beta server and my character is lvl 21, i hear i cant take her to live :( , she doesnt have any bonus armor or anything like that only good thing is she is lvl 21 , so i am here to ask if she can be moved to live server. i was unaware that characters made on the beta wouldnt be moved.

Yeah with a 500% bonus to exp gain, I highly doubt they'd allow anything like this to transfer over to live.

Of course your beta character is not going to be moved back to live, that's why you made a copy.

it wasnt a copy ! i made it on the kunark beta server, there isnt a copy, she is only lvl 21 and wearing leather armor lol

You're hosed. I can't imagine the admins copying a character from test server back to live.
Even if they were feeling extremely generous, it would set a precedence and result in an epic e-rage when they refused to do it for others.

If you happen to catch me online shoot me a tell and I'll pass you a fine steel weapon or something to make the re-grind more bearable.
