Sword of Nobility / Ghoulbane - req. level?

I got my hands on the ghoul's heart from our Unrest group yesterday at level 21. Reading through the rest of the Sword of Nobility quest on the wiki (http://wiki.project1999.com/The_Sword_of_Nobility) it shows "minimum level 30".

Does that mean I can't complete the quest until 30 (NPC's won't hail, or will eat turn-ins)? Or just that I'll have difficulty completing it before getting to level 30?

No, thats a suggested lvl for doing quest without twink / higher lvl help.

you'd be able to hang out in the zones the item parts are dropped and pick the items up - with the exception of Najena where you'd probably need some higher level help.

If you go to HHK, you will 100% be able to get the item from the crazed ghoul if you ask the group.

i have killed a fair amount of crazed ghouls in unrest, the drop rate seems very low

Killed 32 Crazed Ghoul's so far and have yet to see a heart in this last bout of camping them, in about 2-3 hour stints sometimes more, over the last week+.

Update: was well over 50 Crazed Ghoul's killed this last time until I finally got the heart to drop. F.Y.I the Crazed Ghoul's have a possible 3x "a ghoul" placeholders, so they are not always up themselves.

The suggested level also pertains to the npc you talk to in west karana, he wouldn't talk to me until I was 30. That being said you can still talk to the lavastorm npc to get the bag you need and not needing to do the running around before that point.

i completed this today at level 31, non twink. soloed all of it.

Completed this yesterday at level 34 without issue. I spent some time cleaning up the quest on the Wiki to fix dialogue, item names, and added an NPC screenshot.

Very fun intro to Paladin questing, and I'm looking forward to the next sword!
