I was a fairly high level player a long time ago, on Tribunal Server. Decided to come back and give it a try. I noticed in Character creation that Vahshir was selectable. I thought this was frozen at the release of Velious?

Welcome back! You are correct, p99 is in fact frozen at Velious. Vahshir might be selectable but they're definitely not playable unfortunately (or fortunately depending on personal preference). I frequent a lot of noobie zones on my shaman to give out buffs, look up Mokoi and see if I'm available when I'm logged in.
