SP-1 Error On Blue server

I cannot create a character on the 1999 blue server. It say my spells are out of date. However, I can create on the other servers with no issue. Has the current character models. I have tried to re-install the patch multiple times. Does anyone have any ideas how to correct this?

Maggott, I've seen this issue present in an odds-based way. How many attempts have you made to log in? Sometimes it takes me 5 or 6 in a row =/
