Ranger spells not able to be cast on low level players

Hello,

I'm not sure why some ranger spells which are low lvl druid buffs cannot be cast on lvl 30 players. Storm Strength (44 druid) and Skin Like Diamond (39 druid) being two examples.

Shouldn't all spells except for Strength of Nature and Call of Predator stick?

It's based on the casting character's level and not the lowest level that the spell can be cast by other classes.

A level 53 spell is a level 53 spell regardless of what level druids get it.
