Came across this in the patch notes and began to look into it...
2/21/2001 Patch Note (http://www.tski.co.jp/baldio/patch/20010221a.html):
Raised the pre and post 50 bind wounds cap for paladins, clerics, druids, and shaman
Found some additional confirmation that they can bind up to 70% after this patch:

My Paladin can now Bind Wound to 70%, as of level 51.
Up until then, his max Bind Wound cap was 200, which
limited the max to 50%. At 51, he was able to raise
the skill to 201, at which point it became possible to
B.W. to 70%.
Thread has an additional confirmation for clerics:
Clerics and paladins can do it as well.

Bind Wounds: Skill cap pre-50 for Warriors and Rogues was 100. We are likely to be moving this to 175, with a max skill of 210. This would mean a 70%
binding well before 60th level. We're also adjusting other classes caps
higher as well, but in reality, only Monks, Warriors and Rogues used Bind
Wounds with any frequency, and only Pure Melee and Priests will be able to
bind to 70% of maximum hit points.
Note that the quote was before the patch note by about 2 weeks, it looks like they decided to add paladins in the mix as well (confirmed in first newsgroup link and official patch note).

Brendil on CT seems to have capped at 210 as a level 60 druid. Went thru 15 stacks without another up and has wisdom maxxed. So I would say post-51, it's going to be 210 for non-monks, at least for druids.

Hello All,
I know most sites post the cap for shaman bind wounds at 200, well mine is at 208, wondering if anyone knew the actual skill cap?
Shows confirmation that the casters realm skill links page is indeed wrong and was not updated after the patch properly.
Seems pretty concrete that this was a thing, not sure how useful it will actually be to those classes, but maybe can be useful as in-combat bind wounding?
