PoH/PoS caster mobs gating

as title says, I dont think that should be happening! correct me if im wrong.

If they are over level 50 they should be able to gate to their spawn point I thought.

In fact even high level pets had this ability until July of 2000:

Pets, both PC and NPC, will no longer cast "Gate".

Thats what I remember as well, I've never seen a classic mob gate. This was only used by 50+ mobs in kunark iirc. I dont recall lower level mobs gating, but I could be wrong as I was 50+ at that time.
