I'm one of the folks who is playing again after a 17 year hiatus.
I'm trying to grind it out and wanted some info here.
What is the best deal for a bag or container for a newbie?
Are there any free quest only items?

These work great! Vendor list at bottom of page. Otherwise, save up money for droppable weight reduction bags, or work on tailoring to make your own decent backpacks.
Usually weight reduction bags (aside from handmade backpacks) are not a priority by any means.

it's quite easy to sell rusty weapons and cloth armor to an npc in exchange for backpacks. Medicine bags are slightly better and only cost a few gold more, but they are only found in a few specific cities.
One thing I like to do when starting fresh is buy 6-7 backpacks, knowing they won't be a waste, because after I find medicine bags to upgrade to, the backpacks can fill my bank slots.

10-slot, 3 weight, holds Giant, only 1p and some change. Fill your bank with them. Carry some as well.
3-5 min run. Get a port to Iceclad and ask for a sow/lev/invis. Run straight out of the dragon portal over the water and island hop until you get to the gnome camp. The seller is in an igloo.

Freeport has medicine bags found in Gord's Smithy in the slums of East Freeport (behind Trader's Holiday).
These are cheap, have 8 slots, and are very light weight. Really the best bags for the price.
there's also a free 10 slot bag that can only fit tiny items. It's from enchanter's quest spell Tashania (coin of rash) quest line.
You don't have to do much to get the bag, just get to temple, say 'What coin pouch?' to Romar Sunto and you get the free bag.
It may only fits tiny items, but gems, research pages, keys all fit into it. I still carry it on most of my level 60 toons.

you should get ~2 of these.
they are for sale any time of the day and week in EC tunnel for 50pp a piece.
then depending on your class (STR and needs), probably Medicine Bags, maybe a Fletching Kit / Sewing Kit, etc.
As for dropped special bags in the cheap category:
https://wiki.project1999.com/Lionhide_Backpack (150pp or lvl 25 mob)
https://wiki.project1999.com/Archeologist_Pack (100pp or lvl ~25 mob)
https://wiki.project1999.com/Travelers_Pack (100pp or lvl 25 mob)
https://wiki.project1999.com/Shralok_Pack (125pp or lvl ~21 mob)
These are also often found in EC tunnel.

A lot of the orc/gnoll style mobs drop bags. The pawns. You can farm them off them by focusing your first few levels on them.
This is a good free source for starting characters. And as you collect too many, they sell nicely too.

You should get to Iceclad Ocean and buy some Deluxe Toolboxes.
I want to say they cost about 5 platinum each.
So save up enough to buy 6-8 before making the trip.
(https://wiki.project1999.com/Deluxe_Toolbox) from the gnome merchant Adinel Jailbar.
You could ask a druid for a port/sow/levitate/escort which would be the fastest way to get there.
Or you could go to the Northern Desert of Ro docks and wait for the raft, then take the boat from the island to the snow. This will take a lot longer but you could do it by yourself. Just be very careful to not get killed by Snow Cougars, they are very camouflaged in the snow.

Lower Guk, Evil Eye Bag and Supplier Bag. Supplier bags rot sometimes and you can usually get one for free. The Evil Eye is up often and easy to get too.
