Both on live (current and historically) and per p99 wiki this should be a 7 minute cooldown. 3 min duration 4 minute downtime then ready again. On p99 in game 15 minute cooldown?

discipline cooldown lowers by 1 minute for each level you get after getting it

so evasive starts at 15 minutes at level 52 and will be 7 minutes at level 60
