Are there any solid exp spots for Necro soloing outside of CoM and HS? Specifically places where root / rotting is the preferred method?

Hmm, off the top of my head = LDC in SolB?
Not sure why you specify non-HS. I'd say HS is the best place probably. I did 56-59 root rotting (and JBB jamming) on my shaman so it's definitely doable on a necro, but once you're there you'd want to charm 100 %.
If it's to get more relaxing gaming shrug... I did most of lvl 59 root rotting on my shaman in rat maze in PoM surprisingly good exp.

You can toy around in velks some. Geos in WL are super slow but an option. Lord room in lower guk will still give some xp. KC basement is a lesser traveled path than HS that is similar xp if it's not camped. There's some brownie druids in lfay that have a long respawn but give xp.

While not as fast I can understand wanting a more relaxed experience. With pyrocuror 3 min root and splurt you can drop mobs efficiently, safely, and with minimal attention. Mobs are dead in 1 root generally and with those two dots you average over 6 damage per mana averaged. It's not nearly as fast as charming but a lot more laid back. The challenge is finding good places to do it.

I'm not sure root/rotting is more relaxed than charming. I'd rather take a 30 second fight than a 2 minute fight. More chances for root to break during the long fight, more chances for some repop you forgot to keep track of, etc.
Charm killing (when undead are in sufficient supply) is so easy as a necro. You don't even have to worry about breaking charm, timing AE stuns to the split second when stuff rushes you, blurring you hoping it sticks, etc.
Just charm, kill the mob, FD and get some work done maybe, rinse repeat.

I find charming quite intense and that means both stress and excitement. Root rotting on the other hand is trivial and mostly predictable.

So my necro is 58 now and I have had similar wants as you (a chill root rot spot) and I have really not found what i'm looking for yet.
I tried Velks spiders and confirm that this place is AIDS solo. XP sucks and the mobs have tons of life and its just a not fun experience.
LDC's are sh!t at 55+ since they are green as can be and yield little to no XP
HS is really good but the constant fear of eating HT's does not make for a relaxing time.
CoM starts to green out 55+ also
The best area I can think of that I have not tried is The Hole. The gargs have so many HPs through and one bad pull is going to get you 5 mobs. I think if you were just root roting around the front area though that it could be great, I will try it out one of these days.
Almost anything root rotting for necro is going to be bad xp compared to charming. It's unfortunately going to feel slow period. At 58 though you can do Sentient Armor in WL as well as Geonids. Like velks these have lots of hps, but yield better overall plat and from my experience resists weren't as bad compared to velks entrance. There are actually some nice afk type camps on geonid cave as well.
For Kunark there isn't a ton to root rot that's not active (HS & Seb would require constant attention). You could try rotting entrance in Chardok, I assume it'll be meh but that's the only other non-Velious zone that might yield decent XP root rotting (casters make it a slight PITA but like Geonids just gotta LoS).
I'm sure there might be a couple old world spots to root rot (someone mentioned ogre guards in neriak?) But charming XP was too good for me to level via root rot, so only tested the above spots in WL at 60 for semi-afk camps where I could work on my safety net of XP into 60.
Oh and actually can also root rot or fear kite Feldhar in Skyshrine for okay XP. Can FD majority of faction hits too as pet/dots kill mobs. Bonus here are rare zone wide drops.

Neriak foreign quarter there are 4 or 6 troll/ogre warrior npcs. All are lvl 50. Only faction hit with them is with the necro guild in neriak.

As a necro in HS one really shouldn't be eating HT's very often - just FD in case of a bad pull. Of course your FD will sometimes fail, but hey, such is life.
And you can always charm or even summon a pet and send it in a room for everything to blow their HT on, FD and then calmly deal with mobs who suddenly became warriors.

Outside of HS, I'd say Chardok, but beware of casters. Maybe Skyfire ?

You can solo to 60 in CoM on the 2nd and 3rd floor, 100% melee mobs too.

KC basement in the safe room might be pretty good. 90% melee mobs, fairly low hps, and they are all blue to a 57. Usually it's not camped but you will likely have to compete for mobs if there is a competent basement group.
