Between p99 and other post velious server(s) devs have worked on it's been confirmed.

Also the original description of Freeport mentioned the fact that there were no fletching supplies, and you can still find it on this part of the wiki.

Tradeskill Facilities: Brew Barrel, Forge, Kiln, Oven, Pottery Wheel, items and equipment for all but Fletching and Tinkering
