Hierophant's Crook proc not doing full damage

Hierophant's Crook proc (Earthquake (http://everquest.allakhazam.com/db/spell.html?spell=406)) should be doing max 246dmg. Since the patch yesterday the max seems to be 210.

Some procs should have fixed levels of the proc, based on some item settings. Some should have the strength of their proc vary by level of the person using the item. This part of the code was implemented to support the fixed equivalent level. So if you have items that all of a sudden quit working right, or their damage dropped, then they may need adjusted in the database.

I found old posts for this item, that said the proc should get stronger, as the person leveled. So this item probably needs tweaked. There may be others in the same category as this.
